The dynamics of 21st century education cannot be separated from digital technology and critical thinking skills. Integrating digital technology in learning is needed. This study aims to analyze the needs of students and teachers for e-module flipbooks based on Problem Based Learning in improving critical thinking skills for thematic learning "Always Save Energy" grade IV elementary school. The research method is descriptive qualitative. Data and sources are taken from teachers and students in the form of: interview results, lesson plan documents, learning outcomes, teaching materials, events, and descriptions of the findings of digital-based learning modules needed by teachers and students. Data collection techniques are interviews, observation, and documentation. Data validity checking technique through triangulation of sources and techniques. Then analyzed with Milles & Huberman interactive analysis. The results showed that there was no digital-based module, still relying on package books. The teacher's ability in learning needs special attention. The presence of e-module flipbook based on Problem Based Learning as an effort to improve students' critical thinking skills in the theme "Always Save Energy".
